Unlike on public roads, people who are fined or clamped whilst parking in private car parks have no right of appeal, effectively making clamping legalised robbery.</div><div><br /></div><div>As AA president Edmund King says: </div><div><br /></div><div></div><blockquote><div>"Cowboy clampers have been getting away with legalised mugging for too long. It's a Government-backed licence to print money.</div><div><br /></div><div>It is outrageous that a private company, whose income may be directly related to the number of clamps put on vehicles, can demand huge sums from motorists, who may well have committed no offence or infringed no parking conditions, which then must be paid before a clamp is removed.</div><div><br />"It is quite wrong that there should be financial incentives for private companies to go round clamping vehicles."</div></blockquote><div><br /></div><div>The Daily Mail is calling for a host of new regulations to be put in place, in particular:</div><div><ul><li>An independent tribunal to hear the appeals of people who have been clamped whilst on private land.</li><li>Maximum fines brought into line with the current limit on public roads, resulting in an end to £500-plus fines.</li><li>Towing away vehicles should be banned unless the vehicle is a hazard.</li><li>Private clampers should no longer be offered incentives to hand out fines.</li></ul><div>The final demand does appear to be unlikely to be accepted given that many councils still reward their parking attendants with incentives if they reach certain targets. The tickets direct users to a website where they are then tricked into downloading a virus.<br /><br />As anti-virus analyst Lenny Zeltser says:<br /><br /><p></p><blockquote><p>"Attackers continue to come up with creative ways of tricking potential victims into installing malicious software. </p>"Merging physical and virtual worlds via objects that point to websites is one way to do this. The official line is that it'll be a fairer system. To achieve this the following changes have been introduced:<br /></span><ul><li><span style="color:#333333;">CCTV can now be used to issue tickets</span></li><li><span style="color:#333333;">Parking on a yellow lines now carries an increased fine</span></li><li><span style="color:#333333;">Clamping to be phased out except for repeat offenders</span></li></ul><p><span style="color:#333333;">The biggest change is the fact that motorists can now receive a letter in the post requiring them to pay a huge fine for an apparent motoring offence commit weeks earlier. </span></p><p><span style="color:#333333;">The possibility for mistakes being made is huge. Suppose you stop on a yellow line to drop someone off... don't stop for too long or the CCTV camera will think you're parking there. </span></p><p><span style="color:#333333;">One good move is the reduction in clamping, although the reason behind this is likely to be as much financial gain as it is for a fairer system. Clamping is time-consuming, labour-intensive and expensive. It certainly doesn't compare to a quick new system of sending out fines in the post. </span></p><p><span style="color:#333333;">All in all it's good news for councils.
